The applicant satisfies the due diligence requirements imposed under Chapter 188 and associated regulations. The legislation identifies the following three categories under which merit may be demonstrated: Service Contribution National Interest Exceptional service to Malta or to humanity, demonstrating major achievements or contributions within a specific field. Notable contribution to Malta or humanity - including investment, philanthropy, or other initiative that generates employment and opportunities for Maltese society. Possession of skills, qualities, talents, or expertise considered vital to advancing Malta’s national priorities and long-term interests

These categories may encompass, but are not limited to, contributions in the following areas:

• Science and research

• Sports and athletics

• Arts and culture

• Business and philanthropy

• Technology and innovation

• Other areas where expertise or influence demonstrably adds value to Malta

MERIT-BASED CITIZENSHIP - REPUBLIC OF MALTA

Eligibility and Qualifying Criteria

An application for merit-based citizenship may only be considered where the following conditions are satisfied:

• The applicant has first obtained a valid Maltese residence card (see Section 3 below);

• The applicant can demonstrate exceptional and significant contributions to Malta's national interest in one or more qualifying areas;

Application Process

1. Residency Application

Applicant must first obtain a valid Maltese residence card. This is a statutory pre-requisite before any citizenship application may be lodged.

2. Due Diligence Review

A rigorous multi-level due diligence assessment is conducted on the applicant and associated parties by the competent Agency.

3. Demonstration of Merit

The applicant must evidence exceptional and significant contributions to Malta’s national interest in a qualifying field (see criteria below).

4. Agency Recommendation Requirement

The competent Agency reviews the submission, conducts its assessment, and formulates a recommendation to the Minister.

5. Ministerial Decision

The Minister holds the sole and final discretionary authority to grant or refuse citizenship. No approval is guaranteed at any stage.

Important Considerations for Prospective Applicants

Prospective applicants should be aware of the following before commencing any application process:

• There is no guaranteed outcome. The Minister’s decision is final and discretionary, and is not subject to review or appeal on the basis of Sovereign’s professional opinion.

• The standard of proof required is high. The law requires achievements and contributions that are objectively exceptional and significant. Ordinary professional or business achievement is unlikely to satisfy the statutory threshold.

• Residency is a pre-requisite. An application for citizenship cannot be lodged until a valid Maltese residence card has been issued.
